A temporary workaround is downgrading to 0.1.12.

You can download it from https://launchpad.net/ubuntu/+source/telepathy-idle. 
Choose one of the two, depending on your architecture:

https://launchpad.net/ubuntu/+archive/primary/+files/telepathy-idle_0.1.12-1ubuntu0.1_amd64.deb
- 
https://launchpad.net/ubuntu/+archive/primary/+files/telepathy-idle_0.1.12-1ubuntu0.1_i386.deb

Run the following one by one after downloading on of the above:

sudo apt-get remove telepathy-idle
sudo dpkg -i telepathy-idle_0.1.12-1ubuntu0.1*.deb
sudo apt-get install account-plugin-irc

Run the following to prevent being nagged by updating to 0.1.14 again:

sudo apt-mark hold telepathy-idle
