Graphics card doesn't activate

Bug description:
In ubuntu 8.10 i can't activate my graphics card in the
System>Administration>Hardware Drivers. I have the option to activate
my graphics card driver but when i select the activate button there is
a loading bar which displays 0% then it returns to the original screen
with no difference. I expected the graphics card to be activated.
