the icons are shipped in the default Ubuntu theme, if you change for an
incomplete theme you should install the correct binaries, that's not an
Ubuntu bug

Missing icons
Status in “eog” package in Ubuntu:

Bug description:
I'm using Ubuntu 12.10 dev with eog 3.4.1-0ubuntu1. The icons for the
symbols "Rotate the image 90 degrees to the left" and "Rotate the
image 90 degrees to the right" are missing (they are just invisible).
All dependencies are installed but maybe a special icon theme is
missing or it is another bug.
