Indeed, seems more related to usb-modeswitch than anything else. That
said, usb-modeswitch does end up working...
Are you plugging this dongle in a USB 3.0 port by any chance?

huawei E1962 dongle to be plugged twice

Bug description:
I think the problem is in usb-modeswitch.
If I plug the dongle (huawei E1692) the first time nothing happens: dmesg
tells me that it is just mounted as storage device and I cannot see it in the
network manager.
So I unplug and then plug it a second time and everything is all right: the
logs tell me that it is recognized as a modem and I can connect to the internet
(I see it in the network manager).
The same problem on kubuntu and on ubuntu 13.10 (fresh installation, no
upgrade of previous release). No problem on the previous releases.
