Ubuntu 12.04, but the problem is also on older versions
Trying to install packages which are added to the sources list by "deb
file:", and the system has been refreshed (i.e. the packages appear
under "local" in Synaptic), fails. It fails in that way, instead
installing it from the local file repository, the system tries to
download it from the Ubuntu repositories, and if there is no internet
connection, the local files are ignored and no installation is made.
Man page "sources.list (5)" says:
"The source list /etc/apt/sources.list is designed to support any number
of active sources and a variety of source media. The file lists one
source per line, with the most preferred source listed first."
The sources.list has been edited manually and the "deb file:" line was
set as the first line.
When all Ubuntu repositories are disabled and only the "deb file:"
remains, the installation is performed.

In German ubuntusers Forum we have made some tests, including different apt
versions
apt (0.8.16~exp12ubuntu10.15) and apt 0.9.9.1~ubuntu3
the results were all negative.
