  When all Ubuntu repositories are disabled and only the "deb file:"
  remains, the installation is performed.

  In German ubuntusers Forum we have made some tests, including different apt 
versions
  
  apt (0.8.16~exp12ubuntu10.15) and apt 0.9.9.1~ubuntu3
