  GTK tooltips appear only after the mouse is moved

Status in “gtk+2.0” package in Ubuntu:

Bug description:
  Hello,

  On all GTK tooltips, if the mouse goes to a place on the widget in a
  single movement, the tooltip won't show until it is moved again.

  This is very noticable when trying to view XKCD's alt-text on Chrome
  (which uses native GTK tooltips), but the behavior is the same for all
  tooltips - see the attached video of the "applications" menu.
