It works for me. I suspect that you simply have misunderstood the
Language Support GUI. Can you please answer the questions I asked in
comment #3?

  Language selector doesn't update the whole file /etc/default/language,
  some lines still include "en_US" locale.

Status in “language-selector” package in Ubuntu:
  Incomplete

Bug description:
  Steps to recreate bug:
  1) install ubuntu with english language
  2) then install some other language via language-selector-gnome and make it 
default (+ delete english locale for the greater sure:)
  3) log out and login

  What happens? Whole ubuntu system still in english, and in
  /etc/default/locale you'll see...

  After manually editing this file to "ru_RU" and "ru", "sudo update-locale", 
logout & login all Works.
