Can you check bug 1248303. There I have issued an SRU on system-config-
printer. Please try whether this solves your problem.

Bug description:
Trying to add a printer via the printers section of the setting pages
always fails with a "can not add new printer" pop up message. Does
work however if you run system-config-printer directly on the command
line as described in the forum thread
