Clicking on sticky note applet when stickies are visible should hide

Bug description:
The sticky note applet shows all stickies if they are hidden and I
click on the applet. But it does not then hide them if I click it
again. It would be better if clicking the applet would show stickies
if none are visible, and hide them if some are visible.
