enables an interface to set low power mode in the modem (see doc/power- api.txt in the PR). This interface should be used by powerd when the screen changes the state from off to on and vice versa. Using suspend-blocker, I have seen that the time that msm_hsic_host is locked is reduced substantially when low power mode is enabled.
