  Certain applications ignore default locale character set

Bug description:
  This is a minor, but annoying bug that concerns the "ç" character in
  LibreOffice, Goldendict and WINE. My system is Ubuntu 12.04, with XFCE
  as the desktop environment, English as the default language for most
  locale settings, and alternative international as the keyboard layout.

  Typing the cedilla character ("ç") used to be a pain until I realized
  that by setting the default character set to French
  (LC_CTYPE="fr_FR.UTF8") in locale (both /etc/environment and
  /etc/default/locale), I could enter it with '+c (two successive
  keystrokes), instead of AltGr+comma + c (three keystrokes, first two
  simultaneous). In Ubuntu 10.04, as soon as the locale setting was
  changed, it worked across the board in all applications, including
  OpenOffice, but in 12.04, whereas some applications (Firefox,
  Thunderbird, Leafpad, Terminal etc.) now interpret '+c as a cedilla,
  some, including LibreOffice, Goldendict as well as all my WINE
  software, don't recognize the new key combination and give me an
  accented c "ć" instead of a cedilla.

  Any recommendations, or ideas as to what the problem might be ?
