The cause is now gegl provides two libraries libgegl-sc-0.3.so and
libgegl-npd-0.3.so that some of the plugins depend on. These libraries
aren't versioned so the standard *.so glob in the -dev package is
pulling them in. Moving these to libgegl-0.3-0 fixes the issue.

Bug description:
  The newest gegl (libgegl-0.3-0) in wily-proposed depends on libgegl-dev, 
unlike the older version gegl 0.2.0 does.
  Libgegl-dev pulls in a lot of other unnecessary packages that Gimp does not 
need.

  So, as Gimp is going to be built against gegl 0.3.0, this bug needs to
  be corrected.
