The cause is now gegl provides two libraries libgegl-sc-0.3.so and libgegl-npd-0.3.so that some of the plugins depend on. These libraries aren't versioned so the standard *.so glob in the -dev package is pulling them in. Moving these to libgegl-0.3-0 fixes the issue.
