  Gegl 0.3.0-2ubuntu2 depends on libgegl-dev

Status in gegl package in Ubuntu:
  Fix Released

Bug description:
  The newest gegl (libgegl-0.3-0) in wily-proposed depends on libgegl-dev, 
unlike the older version gegl 0.2.0 does.
  Libgegl-dev pulls in a lot of other unnecessary packages that Gimp does not 
need.

  So, as Gimp is going to be built against gegl 0.3.0, this bug needs to
  be corrected.
