So there are two instances of ibus-daemon and a couple of other
processes, probably because ibus was started both by some gnome package
and im-config. Wonder if that might explain why it doesn't work for you.

It would be great if you could help debugging this by uninstalling im-
config:

sudo apt-get purge im-config language-selector-gnome

and then reboot and see if Japanese (Anthy) is available after that.

Well, I'm not an Ubuntu GNOME guy - I try to help because Tim asked me.
;) But I may install Ubuntu GNOME later on.

I'd suggest we leave it as is for now.

  ibus/im-config in Ubuntu GNOME

Bug description:
In the gnome-language-selector one is able to set the "Keyboard input
method system". For instance on my system I can either set it to
"none", "IBus", or "fcitx". However there is no such option in the
gnome-control-center's Region & Language section, though I think that
  there should be.
