After maximising the terminal window cannot be restored to its
original size

Bug description:
On a fresh install of Ubuntu 16.04 opening a terminal window and
maximising it works correctly.
Un-maximising the window does not restore it to its original size. The
terminal window then appears full-sized, totally covering the desktop.
This works correctly in Ubuntu 15.10.
