zip files fail when using international character sets

Bug description:
this is the second time it has happened, this is a fresh install of
Ubuntu 11.10 completely up to date with latest revisions.
the gui extraction unpacks only track 4 and the extra info files
using the unzip command line I see the files unpacked:
