Title:
filenames get their accented letters replaced by "??" when zipped

Status in file-roller package in Ubuntu:
  New

Bug description:
  1. Right-click > New Document > Empty Document
  2. Name it "tést"
  3. Right-click on it > Compress...
  4. Select the extension ".zip" > hit "Create"
  5. "Tést.zip" created successfully > hit "Open the archive"

Observe that the file in the archive is named "T??st" instead of
  "Tést".

Note : this does not happen if the archive is created with the
  "tar.gz" default extension.
