chromium-codecs-ffmpeg-extra comes from the same source package as chromium-brwoser which does get security updates.
chromium does not depend on the extra codecs for the same reason that other major Ubuntu packages don't depend on extra codec packages. Those that want those codecs can install ubuntu-restricted-addons (the checkbox in the installer). Anyway, chromium-codecs-ffmpeg-extra is only a recommends.
