Icons fuzzy on HiDPI

Bug description:
In Ubuntu Yakkety, the System Settings icons are fuzzy/low-res when
used on a HiDPI (pixel doubled) display.
I've seen this issue in GTK apps when the app requests a pixbuf when
it should be using Gtk.Image from the icon name.
Example bug report from elementary OS is bug 1469908.
