Looks like I was wrong! GNOME Screenshot worked fine. Attached are both
the full-resolution unedited screenshot, and a screenshot with several
of the exact same icons overlaid pixel-doubled properly as an example of
how it should look.

Title:
  Icons fuzzy on HiDPI

Status in unity-control-center package in Ubuntu:
  Incomplete

Bug description:
In Ubuntu Yakkety, the System Settings icons are fuzzy/low-res when
used on a HiDPI (pixel doubled) display.

I've seen this issue in GTK apps when the app requests a pixbuf when
it should be using Gtk.Image from the icon name.

Example bug report from elementary OS is bug 1469908.
