Issue still reproduced.
My ubuntu 16.04 failes sometimes to load themes on my asus UX305 (with ssd). I 
had to reboot it to get this fixed

Bug description:
  On recent configurations it can happen that the session settings
  manager try starting before the login screen one exit leading to have
  no theme set in the session (nor other settings gnome-settings-daemon
  is applying to the user configuration)

  The .xsession-errors log contains that error on configuration hitting
  the issue:

  "** (gnome-settings-daemon:1941): WARNING **: You can only run one
  xsettings manager at a time; exiting"
