Issue reproduced. Loging in and out fixes the problem temporarily but
after reboot the issue is still there.

FIXED by installing Ubuntu 16.10

Bug description:
  On recent configurations it can happen that the session settings
  manager try starting before the login screen one exit leading to have
  no theme set in the session (nor other settings gnome-settings-daemon
  is applying to the user configuration)

  The .xsession-errors log contains that error on configuration hitting
  the issue:

  "** (gnome-settings-daemon:1941): WARNING **: You can only run one
  xsettings manager at a time; exiting"
