Title:
After booting all sound is loud until the volume slider is slightly
moved then sound works like normal until rebooting

Status in pulseaudio package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: pulseaudio

  1) Release of Ubuntu: Ubuntu 10.10 64-bit
  2) Version of package: pulseaudio
1:0.9.22~0.9.21+stable-queue-32-g8478-0ubuntu21
  3) What I expected to happen:

Volume starting at normal volume levels.

  4)What Happened instead:

After boot whatever volume that was last set jumps by X amount(for
example 30 -> 70) not sure the exact the amount but the change isn't
reflected in any of the volume sliders, ALSA mixer etc... as soon as
you move any of the volume sliders in any of the mixers the sound
jumps to the volume it should be and works like it should until you
  reboot again.

  Other:

This bug stated in Ubuntu 9.04 or 9.10... pretty sure it was 9.10. It
doesn't happen in any of the other distro's I've tried (Fedora,
OpenSuSE, Mandriva etc...). It happens in Mint but oddly didn't happen
in Kubuntu up until 10.10. Looking at the Kubuntu 10.10 release notes
  this jumped out at me:

"Kubuntu now uses the PulseAudio sound server by default. Building on
the efforts of Ubuntu over the last several release cycles"

Judging by that, the bug started right around the time Ubuntu started
working on pulseaudio and Kubuntu wasn't affected until 10.10 when it
added the pulseaudio stuff from Ubuntu.
