If you go into the "System Monitor", select "PulseAudio", right-click and select "Stop Process" and then click "Continue Process", the problem goes away until next time. It happens at random. I find this problem is most likely to happen when clicking the time bar to watch the video at a specific time or replaying the video. It only happens on HTML5 videos. By chance I found that stopping and starting PulseAudio is a temporary "fix" each time this sound skipping occurs. Since I prefer HTML5 to Flash, for obvious reasons ;) I now watch more HTML5 videos.
