Notes:
- the home directory from daily 20170717 was empty after installation, I have 
copied the subfolders from the other install.
- I have the same problem on another install from the daily dated 20170725

  'new document' option missing in partition window

Bug description:
  right click on window of a folder in a mounted partition does not show
  'new document' also if /home/templates is populated. right click on
  window of a local folder works fine.
