Bug description:
The latest version of chromium (61) introduces a change that breaks the
ability of clicking to links outside of the current view using chromedriver.
It seems that there is a fix for it in chromedriver 2.32:
> Fixes a bug where Chromedriver fails to click due to page scrolling changes
in Chrome 61+.
