Although to avoid too much debate on personal design preferences I've
assigned it to ubuntu-ux (Canonical design team). Hopefully they will
have some time this cycle to assess the current theme.

Title:
  Disable noise on login screen background

Status in gnome-shell package in Ubuntu:
  Triaged

Bug description:
  An important factor in staying consistent with the overall aesthetics
  of the ubuntu design language would be to disable the use of the noise
  texture on gdm to provide a seamless transition from the plymouth boot
  splash onto the gdm login. Here is the override provided to fix the
  inconsistency in ubuntu.css under the gnome-shell themes directory:

  #lockDialogGroup {
    background: #2c001e !important;
  }
