  cannot make keyboard layout global/system-wide

Bug description:
  Binary package hint: gnome-control-center

  Changed default keyboard layout to Dvorak, but I can't set this layout as 
default for all users in Ubuntu 12.04 and 11.10 :(
  In previous Ubuntu versions I could set keyboard layuot system wide by 
pressing 'Apply System-Wide' button in control-center
