My thought: Simply change it to help:gnome-help. I don't think we should
count on a Unity docs team.

One temporary solution for 17.10 and 18.04 might be to upload the 17.04
docs (which is the best we have) to a version neutral Unity folder at
help.ubuntu.com, and provide a link to that index page.

Bug description:
  The Help menu item in unity-control-center doesn't work in Ubuntu
  17.10.

  Note that the system help provided by ubuntu-docs now uses help:gnome-
  help instead of help:ubuntu-help URIs. The help now corresponds with
  the default Ubuntu session help instead of Unity.

  While a team could resurrect the old Unity documentation, it is a big
  job to support it.
