if whoopsie is upgraded (proposed), it install libcurl4 (libcurl3
renamed as libcurl4) but insist to remove libcurl3. If that package is
purged, then networl-manager stops working (fully broken), mainly due to
libcurl3-gnutls, there is no libcurl4-gnutls yet (only the -dev one)
