I don't know where your /etc/profile.d/vte.sh issue is coming from.
vte2.91 instead ships /etc/profile.d/vte-2.91.sh
I do see that budgie-desktop-common ships /etc/profile.d/vte.sh . Did
you have that package installed?

Bug description:
After upgrading libvte to latest release, When installing deb with
gdebi, it shows following error:
unable to read filedescriptor flags for <package status and progress
file descriptor.
Running gnome-terminal also gives "could not found
/etc/profile.d/vte.sh"
Downgrading to 0.50.2 fixes the issue.
