18.04 use gdm3, not lightdm (which is known to be broken)
So you seems dist-upgrading old releases endlessly. That usually ends with lot
of useless/disturbing/broken symlinks/... left behind.

You might want using gtkorphan & bleachbit (as root) to clean the
system.

Title:
Can't login on 18.04 after entering wrong password

Status in lightdm package in Ubuntu:
  Incomplete

Bug description:
  Hello,

so I just installed Ubuntu 18.04LTS on my computer ( HP Spectre x360
15 ), running in dual boot mode with windows 10, everything went well
during the installation, the only problem I encountered is, if I type
a wrong password and then I type the correct password, the desktop
never loads... I waited like 20 minutes if anything would show up, but
nothing, I can just see the cursor and the wallpaper nothing else, I
had to manually turn off/on the computer multiple times, in order to
  see the boot manager again.

If I enter the correct password at the first attempt, the desktop
loads and everything works just fine.
