Hello Axx,
Thank you for submitting this bug and reporting a problem with Thunderbird.

You made this bug report in 2010 and there have been several versions of
Ubuntu and Thunderbird since then.

Could you confirm that this is no longer a problem and that we can close the
ticket?
Or, if it is still a problem, could you run the following (only once):
apport-collect BUGNUMBER

and upload the updated logs and and any other logs that are relevant for
this particular issue.

Thank you again for helping make Ubuntu and Thunderbird better.

Title:
Account settings dialog window size insufficient, hides “Manage
  Identities“ button by default

Status in thunderbird package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: thunderbird

This is on Thunderbird 3, Ubuntu packaged version :
  Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.9.1.9) Gecko/20100423
Lightning/1.0b1 Thunderbird/3.0.4

  lsb_release -rd
  Description: Ubuntu 10.04 LTS
  Release: 10.04

  apt-cache policy thunderbird
  thunderbird:
    Installed: 3.0.4+nobinonly-0ubuntu4
    Candidate: 3.0.4+nobinonly-0ubuntu4

The default size for the Account Settings window (Edit > Account Settings) is
too small to display the “Manage Identities” button.
When one selects an account to edit (I have a few), the basic settings are
shown, down to “Outgoing SMTP server … ”, but the “Manage Identities” button is
hidden, and no scrollbar appears to let me know another option is available.

If I didn't know it existed and was looking for it, there would be
nothing showing me there are more options further down the window.

I thought it may be related to the fact that I'm using Lightning, but I tried
disabling Lightning and the problem remains.
In fact, I started in safe mode, and the issue is the same.

  I'm running Thunderbird on a 1080p display, so I don't think it's a
  resolution problem.

Also, this sounds similar to me to bug #31483.

If I can help in other ways, let me know. :)
