Dragging tab from chromium no longer creates a new window in KDE or
Ubuntu; cannot drop it onto chromium windows either

Bug description:
Chromium used to allow you to drag a tab and either
a) drop it on the desktop to create a new chromium window
b) drop it on a chromium window to add it to that window
Neither option works now in either unity or KDE. In KDE it's
particularly bad, as the being-dragged window sticks to the mouse
cursor, making most mouse operations impossible.
