Thank you for your bug report. What Ubuntu version do you use and what
translation not being outdated do you see? As mentioned in the previous
comment launchpad imports the translations from the upstream tarball
when the package is built so the status should reflact what was in the
upstream version in use

Get translations from Transifex instead of Launchpad

Bug description:
It seems even though Transmission is fully translated on Transifex it it not
fully translated here.
Reading

it seems the translation was done on launchpad in the past but is now moved to
Transifex.
So perhaps the translations needs to be taken from Transifex now?
