I dont use Ubuntu. It seems to be the Transmission developers "fault" that a newer translation is not included in releases. The translation included in Transmission does not seem to have been changed/updated since 2012 even though there have been multiple releases since.
I wrote on https://github.com/transmission/transmission/issues/786 and it seems they have not used the translations from Transifex yet in releases but will do so in next major release so i guess it will go to 100% translated on https://translations.launchpad.net/ubuntu/ when that happens. So perhaps the translations needs to be taken from Transifex now?
