Upstream bug showing "RESOLVED WORKSFORME" since 2015-05-28 Reporter has said not an issue since Firefox 38 No further comments for nearly 4 years so closing.

This is a grave bug as it leads to data loss. Of course it can't save the new history if the disk is full but it should fall back to the last saved history rather than losing data.
