[snap] Cannot install extension: 'Could not create download directory'

Bug description:
I tried installing an extension from the Chrome web store (which I
believe normally should work), but when clicking 'Add to Chrome' and
confirming, Chromium gives an error:
"An error has occurred
Could not create download directory"
I guess this has to do with the advanced security features of snaps?
Version: Version 71.0.3578.80 (Official Build) snap (64-bit)
