I don't see how budgie being in the SRU queue for bionic meets
fossfreedom's request of "as long as mutter doesnt get released before
the budgie SRU!". If it does in your opinion please explain it to me.

  3.28 gnome git branch has various upstream approved fixes for many
  months now, but no release has been done yet, thus we're releasing a
  git snapshot of the latest approved fixes.

  Many patches we were including already have been included in upstream
