update from bionic to disco (using cosmic as a step to upgrade)?

Startup Applications forgets changes

Bug description:
I add a new entry and the next time I login it doesn't get launched. I
open Startup Applications and the entry I have added is not there.
This is consistent so far, since two consecutive upgrades: bionic ->
cosmic -> disco.
