$ dpkg -l | gnome-disk
- add your 'journalctl -b 0' log after getting the issue?
- give some details on where you right click, is that in the nautilus
sidebar? what device type are you using exactly?

right clicking on removable media in nautilus, the format option does
nothing. All other right click options work as expected. Formatting
the drive via the disks utility works as expected.
