Interesting. Today after an update the bug is no longer present. It was present all of yesterday after many reboots with every usb drive I introduced to the system.
A little more info about the original bug: - right clicking on the auto-mounted drive in the nautilus side-bar would present the usual options: open, eject, properties etc. - all would work as expected, but clicking Format would not bring up the "Format Volume" dialog - formatting would behave as expected using the Disks utility or from the terminal.
