Which icons do you mean? The favicons in the tabs that are being restored,
maybe?
Can you share a screenshot illustrating the problem?

Title:
Website icons initailly display as defaut icon

Status in chromium-browser package in Ubuntu:
  Incomplete

Bug description:
Icons are not displayed initially when opening chromium after reboot.

Everything (reddit, youtube etc.) shows as the default icon.

This happens every reboot. The icons are not persistant.

Before changing over to snap, All website icons would show correctly
even after reboot. Default icon was only used on websites without an
  icon.

Subsequent opening of the program without a reboot has the icons of
the websites that have been visited since last reboot showing, all
  others are the default icon
