Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. This behaviour is not consistent. Sometimes it happens and sometimes it does not happen. This is rather unpredictable and very frustrating. The problem got horribly worde when moving to a fast computer running Ubuntu 19.10 This behaviour causes typing to go to the wrong window so sometimes when I already start typing expected entry just to discover the actual window I am expecting is hidden and the actual typing goes to the wrong place. This can easily lead to revealing of sensitive information therefore IMHO it should be treated as a security issue.
