This sounds like a feature usually called "focus-stealing prevention". I don't know how it's exactly implemented in Gnome Shell but you should report it to the Gnome developers to get their opinion first:

This behaviour is not consistent. Sometimes it happens and sometimes it does not happen. This is rather unpredictable and very frustrating. The problem got horribly worde when moving to a fast computer running Ubuntu 19.10 This behaviour causes typing to go to the wrong window so sometimes when I already start typing expected entry just to discover the actual window I am expecting is hidden and the actual typing goes to the wrong place. This can easily lead to revealing of sensitive information therefore IMHO it should be treated as a security issue.
