Fresh re-install of amdgpu (and related things) made the problem go
away. I suppose it was most likely something I'd done pre-upgrade in
the course of getting the old drivers working.

Bug description:
Both luxmark and leelaz, the two OpenCL applications I have, fail at
runtime with the same error, looking for
"amdgpu_cs_query_reset_state2" in /usr/lib/x86_64-linux-gnu/gallium-
pipe/pipe_radeonsi.so
This is on a system with a relatively new AMD GPU, freshly upgraded
from 18.04. Leela zero worked correctly in 18.04, and I've tried
various compiler options, openCL config and such with no success. I
don't know about luxmark but installed it to test. Since it reports
the same error, I think it's a bug to report here.
