I recently upgraded from 18.04.6LTS to 20.04.3LTS (both 64-bit).

I'm running this on a VM which only has 1 CPU allocated (and 2GB RAM with 2GB
SWAP) but I've been running 18.04 (and Chromium) on this VM for several months
without any performance issues.

seems to confirm this as an issue/bug.
Let me know if you need anything else as it would be good to get this resolved
ASAP.
