From the very first time I launched chromium (after the upgrade) it started using 100% CPU. I'm running this on a VM which only has 1 CPU allocated (and 2GB RAM with 2GB SWAP) but I've been running 18.04 (and Chromium) on this VM for several months without any performance issues. https://askubuntu.com/questions/1271382/why-is-chromium-using-100-cpu also seems to confirm this as an issue/bug.
