The problem seems to be related to Chrome apps (Google Chat for example) automatically starting. In my case, I uninstalled Google Chat and that fixed the problem.
Essentially, if a Chrome app starts before the browser itself, that's when the problem happens. So for example, if you have your browser and chat running already, shutting both of them completely also solves the problem.
