Further to comment #2, moving to gnome-settings-daemon. Possibly not the
correct package but Ubuntu's Desktop Team will be made aware of the
issue.

Title:
  Accessibility settings not persistent

Status in gnome-settings-daemon package in Ubuntu:
  New

Bug description:
  Ubuntu 22.04.2 LTS
  I enable Settings-Accessibility-Pointing and Clicking-Mouse Keys. This has to 
be enabled every time I boot up.  This should persist.  Previous Ubuntu 
versions retained this setting.
